Where was the Conference originally held?

It was supposed to be held in Annapolis, Maryland in September 1786. Only 12 delegates showed up from 5 states: NY,NJ,PA,DE,and VA.Maryland did not send Representatives even though it was in their state! It was then to reconvene in Philadelphia. This is because It was the geographical, historical, and social center of the U.S. It was also one of the largest cities in the U.S. And it was the site of the signing of the Declaration of Independence and Continental Congresses during the War.

What was the purpose of the Convention?
Congress gave orders TO REVISE  the Articles of Confederation. Each state would have one vote.
